I would be inclined to think of v. 7 as referring to the scattering of Israel in 722-721 BC and Babylonian destruction in 586 BC (I'm taking these dates from Brant Gardner's commentary on Jacob 5). This suggests the "long-time" in v. 15 is referring to the several centuries from this time to the time of Christ's birth.
